Deteriorating Conditions in Haiti Lead to Rise of Gangs

Haiti’s Gangs Advance in Port-au-Prince

A UN official reported that Haiti’s gangs have made advances in Port-au-Prince, with political parties inching toward forming a transition government amidst new bloodshed in the troubled Caribbean nation.

Gang Leader Slain in Clash

Police in Port-au-Prince confirmed that a major gang leader, Ernst Julme, known as Ti Greg, was slain in a clash with security forces.

Challenges in Daily Life

Addressing a news conference, the UN humanitarian coordinator for Haiti described daily life in the city as defined by roadblocks and the sound of gunshots, with a significant number of people displaced as gangs continue to “take over” neighborhoods.

Violence Escalates

The country has been rocked by violence since late February, when gangs launched a coordinated offensive, demanding the resignation of Prime Minister Ariel Henry. The situation escalated with the release of thousands of inmates from a prison raid.

Slow Progress Towards Interim Government

Prime Minister Ariel Henry has agreed to step down and allow the formation of an interim government, but negotiations have been slow despite international pressure. Police are struggling as armed groups advance into new areas of the capital.

International Concern and Calls for Action

The UN Security Council called for countries to enforce an arms embargo on Haiti to address the illicit flow of arms and ammunition contributing to instability and violence. The Security Council reiterated support for a Haitian-led political process and urged the organization of free and fair elections.

Transition Towards Stability

The transitional council being organized aims to name an interim prime minister to oversee a national vote and put the country back on the road to stability. Despite challenges, there are reports of progress in nominating representatives to the transitional Presidential Council.
